09:15 – 10:30 Catalyzing the impact of ICTs for development. In this session, Matthew Smith (IDRC) presents arguments that adopting ICTs within more “open” social forms (more access, participation, and collaboration) catalyses the ICT enabler for development through three main channels: amplification, motivation, and self-direction. Group discussion to follow.
